I remember seeing this a few years ago–a riot. Burying it works much better, or, I don’t know, maybe letting a high tide take it away for free?
I worked in a park once where a gray whale carcass drifted with the tide and landed on our rocky intertidal area. Took the most gruesome photos–it was awesome. Since it was NPS, we just let it lay there. Sure enough, high tide took it away, eventually.
